Problem with burn healing recipe

Have 20 emmanations and bewitched parchament
When I click on recipe it shows: Your professional mastery is not enough for study of this recipe!
What is the problem?

Solved creating problem, can make it through EmFormer
But recipe always will stay in bag? Guess sorcerers can learn it :(
