Why change have this rule?

Why change have this rule?

Note: When logging out of one account to access another on the same machine there has to be a minimum wait of 10 minutes before logging in to the other account.

Me and my brother (leoking) play from the same computer, we don't break any rules, so if we log on right after the other log off, do we get put in jail?

Since accounts are not immediately logged out of the game when you do you need to wait for this period of time to avoid problems.
