NPC interacions problem

I can't make any interactions with mila despite having quest to speak with her:
Medicine against Loneliness
Maleficent Pixie, who lives by the river, is all alone. Few have ever been to her abode: who wants to talk to such a malicious creature? The Pixie hopes people will forget her former deeds and get close to her. Until then she wants a small pet that will entertain her and become a loyal companion and friend to the capricious Pixie!

Current goal: Ask Sweet Mila for a pet for your friend.
Reward: Absolute Elixir of Life 9 pcs., Absolute Elixir of Giant 3 pcs., Shy Little Razorclaw 1 pc.
3000 experience, 59.


If i remember right she had pet shop that i also can't access.


Also nothing happen whene i speak with Pherapont the Miller with quest "Troubles at the Mill" despite having Skull Amulet

I have checked all forums to search for help but I didn't find anything helpful

Hi, complete or decline the "In the Tentacles of a Dangerous Plague" quest, this should help.
Forum rules, EULA: Signature should not be larger than 2 lines with normal font size. Abunadance of formatting tags, colourful appearance, and large fonts are forbidden.
