Missing "Mysterious Ailment" quest (lvl 5 City Charter Quest)

I cannot finish the city charter quest with Samuel in Wirgold, as there is no dialogue at this NPC's (I have the quest items in my backpack).

I would appreciate it if you could fix this problem on both my characters: -Sandra- and _Alex_.

mysterious aliment dont be completed few moths ago; now is uninvited guest. Nobody will do something...

same ............. sent a mail to in game help desk ......... they asked me to write support team(admin) ........... so it end there ........ no fix yet xD
