CC altar of lighting bug

Cant use Altar of Lightning (+50speed).. just clicking on it and it dont give speed..

25 or 26 january,on .DE or .PL ,clicked altar,clicked yes,but no effect) same thing was in CC tournament month~ ago.. it just dont works.)

didn't worked yestarday on DE server as well.....and on saturday....someone imply it doesn't work for our lvl....but also it may be a glitch
