bugged quest?

I'm trying to join the Brotherhood of Virtue. I have finished all 4 quests required for the bov quest and I have got 3 approvals needed. For some reason I can't get elder Verkyry's approval although I have finished The Secret of the Stone of Revelations. I need help.
